EPR
Extended producer responsibility. Who registers and pays for collection and recycling — decided nationally, and not the same as PPWR manufacturer.

The principle is European; the registers, thresholds and fees are national, and so is the definition of who counts. PPWR sets out the placing-on-market scenarios that make an operator a producer, but the obligation lands through national implementation, which is why the same company can be registered in one member state and out of scope in another.
Worth keeping apart from the PPWR manufacturer role, which supplier questionnaires routinely conflate with this one. Manufacturer decides who signs the Declaration of Conformity. Producer decides who registers and pays. Both are assigned per packaging and per market rather than per company. See EPR for packaging.
